Dr. Low Chai Ling Appeal

Dr. Low Chai Ling Appeal: SINGAPORE: Two prominent aesthetics doctors Low Chai Ling and Low Chai Ling who were charged with professional misconduct made appeals over disciplinary proceedings in court on Tuesday.
Dr Georgia Lee Siow Kiang, the director of aesthetics clinic TLC Lifestyle Practice, appealed against an order by the Singapore Medical Council (SMC) disciplinary committee to pay the full costs of the proceedings.

The four-year proceedings, which started in 2008, saw Dr Lee charged with six counts of breaching the SMC's ethical code and guidelines.

She was charged for offering and performing various treatments which were not generally accepted by the medical profession. These included aesthetic treatments such as mesotherapy, meso-rejuvenation, meso-cellulite reduction, carboxytherapy, growth hormone therapy, and Vitamin C therapy.

Dr Lee was acquitted of three out of the six charges.

She was fined the maximum sum of S$10,000 in December last year. In addition, she was ordered to pay full costs and expenses of the proceedings, which included the costs for two solicitors.

However, her defence lawyer, Ms Kuah Boon Theng, argued that there was no justification for punishing Dr Lee with having to pay full costs as she was acquitted on half the charges.

Ms Kuah asked for the order requiring Dr Lee to pay full costs of the proceedings be varied, and the costs for the costs for two solicitors dropped.

Another famous aesthetics doctor, Dr Low Chai Ling, appealed against both the order of costs and her conviction.

Dr Low, founder of aesthetic chain The Sloane Clinic, was found guilty in five out of the seven charges of professional misconduct.

She was also fined the maximum S$10,000 in December 2011.

In September 2007, the Ministry of Health became aware that Dr Low was advertising on her clinic's website treatments including stem cell facial therapy and mesotherapy.

MOH sent Dr Low a letter highlighting their concerns about these treatments. The Health Ministry eventually lodged a complaint to the SMC against her when she continued to offer the treatments.

But in her appeal, Dr Low argued that these were generally accepted procedures.
